inconsistent priority display in html and text email templates

    Description

      The HTML mail template includes the priority, even if it is the default priority.

      The plaintext mail template does not include the priority if it is the default priority.

      The two templates should be similar so that if a user switches their preference from one to the other the notification contains the same information.

          Suggestion - JRASERVER-15925 Text emails include a condition not to display issue priority value. This should not be the case.
