Resolve permission should be separate from fix version

Right now, it really doesn't make sense that having someone be able to resolve an issue also grants them the permission to set which version it's for, especially if, like us, you're using an agile system where the versions are essentially Milestones. We'd have management determine the milestones, while the developer can resolve issues.
