Have the ability to update event to notify user for issue type

Details

    Description

      Currently when creating an event we're not able to set up the notification to send to specific users from the notification scheme. For example, when an issue is created the project owner gets notified by default, however if the issue is a blocker a different email needs to be notfied as well.
