Sharing of filters and dashboards not powerfull

New sharing of filters and dashboards to many groups and projects is very cool, but needs to allow sharing for other groups, where user not included.
I.e. I have requests for setup dashboards with statistics and reports or filters with subscriptions for some departments, but when I am not user of group for this department - I can't share for them setuped dashboard or filter.
