Separate permissions granted by the "Administer Projects" Permission

    Description

      We are currently utilizing an External web application to administrate creation of projects and users, along with assigning permissions, because of this we do not want to grant users the right to add users to projects, but we would like users to be able to administrate versions and components. I wasn't able to find a way to accomplish this with the documentation that I looked through, but it would be very nice to have a way to assign administrative rights more granularly. (Not breaking our current model)
