Add "Auto-submitted" header to all email notifications to prevent "Out Of Office" messages

    Description

      Jira sends email notifications with "Precedence: bulk" email header to prevent auto-reply messages.
      But our corporate email system uses "Auto-submitted: auto-generated" email header instead and doesn't respect "Precedence: bulk".
