Need ability to surpress multiple notifications on same issue within # minutes

Our #1 complaint here is that too many emails are received when a request is received and pushed through the workflow to closure quickly. We however, do not want to give the developer the ability to go right from open to close, else they would rarely use the Start and Stop progress, along with a couple more custom steps we've added.

Reporters, in many cases, receive 4 status updates within 1 minute, and Outlook doesn't order them chronologically, but by subject.

A solution for this is that some logic could be added to the email engine to only send the last status update for each unique issue within 1 minute or some selectable #.
