Currently, the permlinks rendered for work log items (and in some cases the permlinks for comments as well) do not specify which tab panel should be active when the user visits the page. The active tab panel is stored in the user's session, and so if the last viewed tab panel was the work log tab panel, then the permlink will work correctly. If however the last viewed tab panel was not the work log tab panel, or if the user is not currently logged in when they visit the permlink (when receiving the link in a feed/email, for example), they will not be shown the desired work log item.
The default tab panel when the user begins their session is the comments tab panel, which is why the comments permlinks have been "working" up until now, but they should also be fixed to explicitly set the tab panel being viewed in their link, in case the default panel changes in the future.
