Add "Configure Dashboard" as a Global Permission

    Description

      A customer has requested that the ability to configure your own dashboard in JIRA should be customizable (to be disabled for some reason). I think this is a valid request, since many organizations have strict policies on consistency of information displayed to the user. My recommendation is a Global Permission to control this.
