Administrative permission to add/remove/delete subscriptions and filters on behalf of other users

It would be great if JIRA could have a new Administrative permission to that gives the ability to add/remove/delete subscriptions and filters of other users.
This is especially important when subscription emails are being sent out and you want to quickly remove/change them without having to log in as each individual user to make the change.
