User Problem
Currently, Jira’s project permissions do not allow administrators to restrict issue creation to only happen via forms with "Open access". If a user or group or "Reporter" role is granted the “Create issues” permission, they can create issues through any available method, including the standard Create button, API, or forms. This makes it impossible to limit certain users or groups to submitting work items only through a controlled form.
Suggested Solutions
Add a “Submit via Form” permission to let admins allow certain users/groups to create issues only through forms, not the Create button.
Allow form-specific access settings to control who can submit via forms.
Current Workarounds
No native workaround exists.
Granting “Create issues” permission enables all creation methods.
Automation to close/delete issues not created via forms is unreliable.
