Issue Summary

When changing the workflow status, users experience an issue where scrolling down to select a status causes the selection to quickly jump back to the top of the status list. This requires users to scroll down again or close the window and attempt the status selection once more.

Steps to Reproduce

1. Open an issue which has large number of status and requires scrolling down
2. Navigate to the status to bottom of the list

Expected Results

1. User should be able to see the status in the bottom of the list

Actual Results

The list refreshes quickly to jump back to the top of the status list

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
