Turn OFF the toggle for "Hide unused fields" Feature On User Level

      At this moment the admin has full control over toggling ON or OFF the feature from the System Settings Level, as this has been removed from users' Personal Settings after the feature request has been implemented:

      If the Feature is ON in the System Setting, the user will able to see the option to toggle OFF the feature when they are creating new issues:

      But that is causing some customers a trouble in their organization work, for that we would like to have the default to be “OFF” rather than "ON" when creating a new issue (as above screenshot), when the admins enable the feature at a system level?
