Issue -For customers having a large count of users and groups , the sandbox copy took very long at users and groups migration step in JIRAImport.

Expected Results:
As the migration or next action of work gets impacted , there should be a configuration that bypass this.

Actual Results : There is no workaround and the bigger customers get impacted.
