As a site admin, I need an option to choose between relative time and absolute time for the whole system

      Issue Summary

      This is reproducible on Data Center: (yes) / (no)

      Steps to Reproduce

      1. At the moment, there are numerous spots on the system that use relative time, instead of absolute time, as dashboard gadgets for example.
      2. This also happens in Jira NIN, and there was an FR Enabling Absolute Date/Time for JIRA issue view without having to click on relative time for first 7 days asking to change this behavior, but exclusively mentioned the issue view, this new Suggestion is regarding the whole system.

      Expected Results

      To have a site-admin (could be at General Configuration) option to decide to enable relative or absolute time as default for all users.

      Actual Results

      In dashboard gadgets (Jira default), there is no way to change this behavior for example. And in Jira issue view, requires the end user to click on time (and if they are not aware of this option, they will remain seeing as absolute).

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
