Send Email (SendBulkMail) feature in Jira is not sending emails in the specified HTML format

      Issue Summary

      The Send Email (SendBulkMail) option in Jira not sending emails in the specified HTML format; instead, Jira alters the HTML, resulting in a different format when the email is received.

      Steps to Reproduce

      1. Select Cogwheel > System > Under Mail > Send email 
      2. Under body copy the HTML format mail_sample_2025-02-13T09_43_29.034Z.html
      3. Select message type as HTML
      4. Click Send

      Expected Results

      Actual Results

      The below exception is thrown in the xxxxxxx.log file:

      Currently there is no known workaround for this behavior. A workaround will be added here when available
