Enable Admin-controlled Default User Preference for Notifications in Jira Cloud

      Suggestion

      Allow administrators to set the 'You make changes to issues' (Notify user of their own changes) notification preference as a default for all users.

      Currently, this setting must be manually adjusted by each user, which is inefficient and prone to errors, especially as our user base grows. This feature is available in the Jira Data Center/Server and has proven beneficial for consistent communication and tracking of changes.

      Implementing this feature in Jira Cloud would enhance efficiency and maintain a more organized workflow.
