Issue Summary
When accessing a board with no location, if you try to click the arrow to change boards, an error message appears:
We're having troubles connecting to your boards
Try again
Steps to Reproduce
- Create a board;
- Set a user location;
- Deactivate the user account;
- The board no longer will have a location.
Expected Results
If a board doesn't have a location, attempting to switch boards should state that this is the problem with an informative error e.g. "Please give this board a location. Read more here: https://support.atlassian.com/jira-software-cloud/docs/change-the-location-of-a-board/".
Actual Results
When a board doesn't have a location, attempting to switch boards results in the error "We're having troubles connecting to your boards
Try again"

Follow the steps here to give the board a new location

There isn't a reason in my mind why a board needs a location to work. This concept is relatively new, given how long this functionality has been around, and never needed to be bound to a project before.
