Issue Summary

Users need to have the email displayed on their GitHub public profile, and not just set their email settings to public, for Jira to get the information for Pull Requests.

Some users prefer to avoid having their emails publicly displayed on their profiles for anyone to see, and as this is not needed for commits, it can cause confusion.

Steps to Reproduce

1. Make sure the user's email address matches the Atlassian account email address
2. Mark the email address as not private in Github
3. Notice that the user name and avatar won't be displayed for Pull Requests in Jira.

Expected Results

Username and Avatar are displayed for pull requests when the user email is not added to the user's public profile.

Actual Results

Username and Avatar are not displayed for pull requests when the user email is not added to the user's public profile.

Workaround

Besides having the email address match the Atlassian account email and marking the email address as not private, it's also required to add the email address to the public Github profile. This workaround fixes new pull requests only.

Possibility for populating users in older pull requests reviewers : 

Disconnecting and then reconnecting your GitHub organization to re-ingest the data. If this does not resolve the problem, kindly re-install the Github App for Jira.
