Issue Summary
Occasionally, agents may not receive internal notifications regarding status transitions. This issue does not affect all transitions or all agents. It appears that the internal service is intermittently unable to retrieve the project's notification scheme.
Steps to Reproduce
- This is an intermittent issue that happens to some of the agents. Sometimes the same agent gets notifications for different tickets.

- Notifications on personal settings.
- The agent is the watcher of the ticket as well.
- Assign the ticket to one of the Agents.
- Do one of the transitions.
Expected Results
The agent should receive internal notification for the status transition.
Actual Results
Status transition notifications are received intermittently.

Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
