      Issue Summary

      Reporter receiving  Issue assigned notification while Issue creation when Issue is Assigned to a user

      Steps to Reproduce

      1. Remove the reporter from the "An issue is created" Notification
      3. Create an Issue and assign the issue to a user while creating the Issue

      Expected Results

      The reporter should not get an Issue Assignment notification when the issue is created with an assignment.

      Actual Results

      The reporter is getting an Issue Assignment notification when the issue is created with an assignment.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
