Add ability for administrators to not allow emails to go outside the Jira instance

      Jira administrators for a Jira site currently can't enable an option to only allow sent emails from the Jira/Confluence site to users who are active within the Jira/Confluence site. Users who are deactivated or deleted from the Jira/Confluence instance to be prevented from receiving emails from my Jira/Confluence instance so it reduces potential security issues.
