      When the Outgoing Email feature under Settings -> System -> (Mail) Outgoing Mail on https://[SITE-NAME].atlassian.net/secure/admin/OutgoingMailServers.jspa an Email notification, alert should be triggered to be sent to the Org/Project Admins or to a Group that could be defined.

      For the time being when that setting is disabled you only get a Message in the Web UI https://[SITE-NAME].atlassian.net/secure/admin/OutgoingMailServers.jspa  around who and when was the Feature disabled. Nonetheless sending the notification will be paramount so that all Org/Jira admins on the site can investigate why this feature was disabled.

      Notice that Notifications are a sensitive feature, as many users rely on this notifications to user Jira accordingly. So having ways to correctly trace when this setting is disabled would be of great use to Jira Admins.

      Alternatively an event could be log in the Audit log available on https://[SITE-NAME].atlassian.net/auditing/view
