Issue Summary
Customer notifications are not sent if the sender or recipient has special characters on their names
Steps to Reproduce
- Create an issue in a service project
- Add a public comment to the issue with a user who has special characters on their name.
- Evidence that notification is never received by the customer user.
Expected Results
The notification is sent
Actual Results
The notification fails to be sent.
Workaround
Removing/replacing the special characters from the users' names.
