      Issue Summary

      Newly created Jira instances are missing the Filters and Dashboards menu options

      Steps to Reproduce

      1. Create a new site
      2. Check that the Filters and Dashboards menu is missing

      Expected Results

      The Filters and Dashboards menu should appear between the Projects and Teams menu.

      Actual Results

      The Filters and Dashboards menu is missing.

      Workaround

      Access the filters through the search option and after selecting the filters.
      It is also available inside any project using the Issues section.
      Or replacing the URL like this: https://<mysite>.atlassian.net/issues/?jql=created%20>%3D%20-30d%20order%20by%20created%20DESC

            I work for Solution Partner, and this issue is causing a problem with a migration from Server to Cloud that we are running for a customer.

            We created a test instance yesterday and migrated data using JCMA. Not having these menus available makes it impossible for us to move forward with UAT, and puts our schedule at risk due to availability of the customer's staff. 

            Although there are workarounds by using different paths to get to the same thing or editing URLs to go directly to the pages required, it makes the product quite unusable and gives a bad impression of Jira Cloud. 

            Therefore, I would suggest that the priority of this should be higher.
