Issue Summary
Attachment import failing when importing using CSV via JIM. This export file is from a Data Center and currently being migrated into Jira cloud.
Steps to Reproduce
- Set up Jira server instance.
- Export ticket with all fields to CSV.
- Try to upload it on the cloud JSM.
Expected Results
All attachments should get imported without failing
Actual Results
Some of the attachments fails to import intermittently
Workaround
Contact Atlassian support to get the migration documents according to different use cases

Within our company roadmap and work capacity, we try to address or review each bug request but admit that not each one will be resolved. To continue the culture of being honest and open, we are closing this bug to focus on our upcoming roadmap for all Jira users.
