No projects are showing for Jira admin in Manage projects page (Jira settings > Projects)

      The fix for this has been rolled out to all the users and Jira admins and Site admins should be able to view the Projects in the Jira Project settings page.

      Issue Summary

      No projects are showing for Jira admin in Manage projects page (Jira settings > Projects).

      Steps to Reproduce

      1. Create a Jira instance
      2. Create a Company-management project
      3. Go to it's project settings > Permissions, and remove yourself from the "Browse projects" permission
      4. Go to Jira Settings > Projects (https://<site>.atlassian.net/secure/admin/projectcategories/ViewProjectCategories!default.jspa)

      Expected Results

      As this is a Jira admin page, it is expected to always show all the projects for the Jira admins.

      Actual Results

      No projects are showing if the admin doesn't have "Browse projects" permissions in at least one permission scheme. If the admin has Browse projects permission in at least 1 permission scheme, they will be able to see all the projects, regardless if those projects are related to the same permission scheme or not.

      Workaround

      • Grant browser permission to the admins' group for at least one project through Jira settings > Isues > Permissions.
