Issue Summary

Importing Jira backup times out when there are a lot of synced users from IdP. I confirmed that it occurs with about 40,000 synced users.

Steps to Reproduce

Sync 40,000 users from IdP
Create a backup
Import the backup in another site under the same organization

Expected Results

The import has been completed with success.

Actual Results

It times out with the following message

jira-import timed out: SCHEDULE_TO_CLOSE

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
