Ability to set the issue view open type(sidebar/dialog) globally.

      Currently, individual users are able to choose how to open the issue detail view by clicking the ellipsis(...) and selecting 'Open issues in sidebar' or 'Open issues in dialog', as described in Where can I see the issue view document.

      However, the customer does not want individual users to be provided with the option to choose how they can open the issue view.
      Instead, they would like to have a Global option for the admins to set if their users should view issues in 'sidebar' or view issues in 'dialog', to maintain uniformity.
