Projects' custom avatars should be publicly accessible

      Currently, once you add a custom (personalized) avatar to a project, it's not possible to see that avatar publicly (accessible through the Internet) including integrations.

      As the article below suggests, this should be possible on Server and Data Center Jira's versions, but not on Cloud currently:
