After Server to Cloud migration, application navigator links cannot be deleted

      Issue Summary

      After Server to Cloud migration, a customer is not able to delete any application navigator links. After some investigation we found out the links are only delete-able on the instance they were created on. In this case, the customer created the links from their server instance and now can't delete them from the cloud instance.

      Steps to Reproduce

      1. Step 1
        Create some application navigator links on a server instance on this route {baseUrl}/plugins/servlet/customize-application-navigator 
      2. Step 2
        Migrate that instance to cloud
      3. Step 3
        Observe that the links created on the server instance cannot be deleted from the cloud instance.

      Expected Results

      After server to cloud migration, the customer should be able to delete links created on their server instance from their cloud instance.

      Actual Results

      The customer cannot delete the application navigator links created on their server instance from their cloud instance as the "Delete" button does not appear on the row in the table.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
