When clicking on the Description frame in the new Global Issue Create view and the new issue view, there is a limited area where you can click that will allow you to be able to start typing the description. If you click outside of this limited area, you will not get a text cursor or will lose it if there is one currently in the description field. This needs to be expanded to cover the entirety of the open area in the frame.
