Issue Summary
"New Global issue create experience" enabled on a filter page is focused on the background, instead of the create issue modal itself. Pressing Up and Down arrow on the keyboard doesn't move the selection of the fields, instead it moves the cursor in the background selecting the issues.
Steps to Reproduce
- Ensure you have "New Global issue create experience" enabled in your Personal settings
- Go to a filter page and select a filter. Ensure the view is set to 'List view'
- Click on 'Create' on top navigation bar
- Click on the empty 'Description' field to focus on the text box
- Press Up and Down arrow on your keyboard and see the selection move up and down on the background
Expected Results
Pressing up and down arrow shouldn't be moving the selector on the background to move--instead it should move the selector on the create issue modal.
Actual Results
The focus is in the background .
