Updating custom field's description in the global CF setting has no effect in the new issue view hover description

Issue Summary

Updating a custom field's description under Settings > Issues > Custom fields won't update the field's description in the new issue view.

Steps to Reproduce

1. Go to Settings > Issues > Custom fields
2. Choose a custom field with no custom description in any Configuration Scheme, then update its description
3. Open an issue that has this field on the screen

Expected Results

The new description should be displayed when you hover your mouse over the icon.

Actual Results

The description is cached in the Field Configuration, even if blank.

Workaround

You must go to the project's Field Configuration and update it - either leaving it blank then clicking on Update to inherit from the Global custom field settings, or overwriting with the same value as the global one.
