Automation rule ignores incoming webhooks headers

Issue Summary

Automation rule ignores incoming webhooks headers, due to that, some information that could be used like states cannot be processed using A4J as it is cut from the incoming webhooks.

Steps to Reproduce

It was also reported at https://codebarrel.atlassian.net/browse/AUT-1826

Expected Results

A4J should process all the content from the incoming webhook, including webhook headers.

Actual Results

For incoming webhooks like for PR, it processes only from the PR body, ignoring the headers that contain PR states.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
