Issue Summary
Trying to edit the a screen from the Issue layout with a Project admin results in an error
Steps to Reproduce
- Log in as a Jira project admin.
- Access the project settings > issue layout.
- Attempt to edit any screen by clicking on the screen name.
Expected Results
The edit screen page is displayed.
Actual Results
An error occurs, and sometimes it shows the error ERR_TOO_MANY_REDIRECTS, sometimes it indicates:
It is important to note that the actual bug seems to be that the links to edit the screens are showing to project admins, as the screens catalog is part of the Site and Product administrators functions and is not available to project admins, so it is expected that the project admin would not be able to access this part of Jira and the solution is likely to hide these links when the user does not have site/product level administration, just like it is done in the Issue layout itself.
Workaround
Give the user the Trusted role in the User management section, to give them product-level administration. Be aware that this gives the user product level administration rights over the entire site, not just that project.

Within our company roadmap and work capacity, we try to address or review each bug request but admit that not each one will be resolved. To continue the culture of being honest and open, we are closing this bug to focus on our upcoming roadmap for all Jira users.
