As a user I would like to have a persistant/floating vertical editor toolbar

Under the new issue view when the description or comment fields contain many lines, the Editor toolbar, does not persist and you have to scroll all the way up in order to see the options.

The new issue view editor does provide markdown formatting options you can use on the fly like ":" to list the emoji options. See:

However, it will be nice to have the editor toolbar available in a persistent mode as you scroll down under description and comment field that contain many lines.
