Logged-in user does not have project permissions when access is set to Group - Public

Set the Browse Projects permission to Group - Public. The description says Any logged in or anonymous user can browse this project. See screenshot below
Access the project's issues as a logged in user without JSW and JSM access.

Logged in user should be able to access the issue, providing the issue does not have any issue security set.

The logged in user is not allowed access the project issues with the below message on the UI:

Log in to Jira to see this issue

Logging out of the account will allow viewing issues in a project with open to the Public.
Another option is to open issues in an incognito window, which will always be "unlogged" by default.
