Watchers that have Atlassian account ID starting with numbers are shown as unknown in CSV export

Issue Summary

Atlassian accounts with ID starting with numbers are shown as unknown in CSV (Watchers only).

Example: 557058:xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx

Steps to Reproduce

1. Add watchers to a ticket (new and old Atlassian accounts)
2. Filter the tickets and Export Excel CSV (all fields)

Expected Results

It will show the watchers' names and ids.

Actual Results

If it's a new Atlassian account Id (1a23b45c6789101d2e345678) it shows their name and ID. 

If it's an older Atlassian account Id format ( 557058:xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx), the watcher's name shows as "User" and Id as "Unknown".

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
