Ability to disable the multiple sections with two separate scroll bars in new issue view

Currently, when viewing an issue in the new issue view, the main body of the issue has its own section (and scrollbar) as does the contextual fields section.

Some users find it annoying that there are multiple sections with their own scrollbars and it would be nice if there was an option for users to configure that would affectively combine those two sections into a single section with a single scroll bar.
