Public issues not loading in the same issue view page

Issue Summary

While navigating anonymously in the all issues filter page from a public project, selecting different issues than the first one makes the page to load again showing only the details from the first one.

Steps to Reproduce

1. Make a project public
2. In incognito window access the All issues filter from that project, for example, https://<site name>.atlassian.net/jira/software/c/projects/<project key>/issues?filter=allissues
3. Try to select different issues from the results

Expected Results

The selected issue details should be displayed in the same page

Actual Results

The page is reloaded automatically selecting again the first issue

Workaround

Open the issues in different tabs by right-clicking and selecting open in a new tab
