Opening a dialog in the issue view results in the glance panel rendering out of place

Issue Summary

When the issue view is opened in a dialog (e.g. above a board), the dialogs such as the feedback dialog causes any open glance panel to be rendered out of place. This issue was created in response to https://community.developer.atlassian.com/t/problems-displaying-dialog-over-issue-dialog/40727.

Steps to Reproduce

1. Open a board.
2. View an issue such that it’s opened as a dialog above the board.
3. Open a glance panel that is high enough to be scrollable.
4. Open any dialog, e.g. “Give feedback”.
5. The glance panel goes outside of the issue dialog.

Expected Results

The bounds of the glance web panel is unaffected.

Actual Results

The bounds of the glance web panel is pushed down. See the attachment for more details.
