Remote links or web links should display the link summary in new issue view

Problem Definition

The REST API endpoint POST /rest/api/3/issue/{issueIdOrKey}/remotelink permits remote links to be created with a summary. This summary is displayed when the new issue view is turned off. However in the new issue view this summary cannot be displayed.

Suggested Solution

Display the link summary next to the link title on the page.

Why this is important

The REST API permits this data to be stored, and classic view displays it as expected, it remains inconsistent behavior to capture such data and never reveal it to the end user in any way in the new issue view.
