Add issue vote as automation trigger

Votes are a special field that are not included in the "Field value changed" trigger. For users that want to take some action after a vote is cast on a Jira issue, they currently have no options with Automation.

Adding "issue voted on" as a trigger event would allow rules to action when new votes are added.
