Label Suggestions should not change depending on the issue view you use

Issue Summary

When you create an issue and select the field for labels it will give you a suggestions list but when you are on the edit view and select the field for labels it will prompt a different suggestion list

Steps to Reproduce

1. Create an issue and see the suggested list for that view
2. Once the issue is created go to the label field and see the dropdown and it will give you a different suggestion list.

Expected Results

It should give you the same suggestions when searching for label´s on any issue view

Actual Results

Displays different suggestions list depending on if you are on the create issue view or edit issue view

Workaround

You need to use the old issue view to get the same suggestion list for labels
