Issue actions in Quick actions menu not present for new issue view

    Description

      Using . or gg to launch the quick actions in an issue using the new issue view does not show the issue actions (e.g., Delete), but does when using the old issue view for the same issue.

      The options are available in the new issue view when clicking on the ... button in the upper right hand corner of the issue to show that menu though.
