Sprint Suggestion list showing sprints from across the instance, instead of board/project-local sprints

Steps to Reproduce

1. create an issue
2. open the issue
3. Under 'Sprint' field - click to select the sprint name

Expected Results

User to be presented with the list of active sprints in the current board

Actual Results

User is presented with the current list of all active sprints to select from

Workaround

User to start typing to filter for the relevant sprint
