Editing issues causes addons' web panels to reload

Issue Summary

We've received reports that whenever an issue is updated by an app or a user other than themselves, the web panels of apps refresh.

They've also said it doesn't happen on all instances, and I've been unable to reproduce on my test instance, which suggests that this is caused by a new feature undergoing a progressive rollout.

Steps to Reproduce

1. Open an new issue view
2. Add some apps and enable their web panels
3. Update issue as a different user in another browser session OR update issue programmatically via REST API or third-party app (must also be making calls as different user)

Expected Results

The web panels do not refresh to their original state

Actual Results

Web panels are refreshing to their original state

Notes

The fact that it only happens on some instances suggests that this is caused by a new feature undergoing a rollout.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
