Share filter feature appears for users with no "Share dashboards and filters" global permission

Issue Summary

When we edit a filter through View all filters page, the options to share filter appears even if the user is not granted with "Share dashboards and filters" global permission in the site.

Steps to Reproduce

1. Revoke user's "Share dashboards and filters" global permission
2. Login as this user and create a filter
3. Access "View all filters" page: https://<site-name>.atlassian.net/secure/ManageFilters.jspa
4. Click on three dots in front of the filter you own and select "Edit"

Expected Results

Share options (Access) do not appear for this user as he/she is not granted with "Share dashboards and filters" global permission

Actual Results

Share options are available:

Notes

Although user is able to add project/group options, "Save" button does not take any action and the changes could not be saved. Following error appears in browser devTools panel:

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
