Issue Summary
With the recent GDPR changes to allow restrictions for profile information:

This impact JIRA user visibility including the administrator when trying to mention user at comment field. By right, even though the user profile privacy email set to "Only me and admin" , the administrator should be able to view the email. Now , it written as "undefined".

Steps to Reproduce
- Go to any issue as administrator
- Try to mention unmanaged JIRA user account. Make sure the profile privacy email set to "Only me and admin".
Expected Results
Email display at the list of users.
Actual Results
It written "undefined"

Change the profile privacy email setting to "Anyone"

Works as intended. "Only me and admin" means that the admin can see the email in the admin screens, not that the admin can see the email elsewhere.
Showing the string "undefined" to the user should not be "intended" if the mail can not be displayed depending on settings please do not confuse users with "undefined".
